About the Plan

The City of Fort Smith is undertaking a comprehensive Master Plan for the Former Acme Brick Company Property (111 acres located near the geographic center of the city) to guide its transformation into a signature public park and critical stormwater management resource. This planning effort will establish a clear vision, goals, programmatic needs, and implementation strategies that will help the City responsibly steward the site, advance flood mitigation efforts, and create a park that reflects the community’s values and aspirations.

The Master Plan will define long-term strategies for integrating recreation, environmental restoration, and infrastructure needs. It will include detailed research, site analysis, stormwater coordination, program development, concept alternatives, and a refined park identity. Recommendations will be supported by data, benchmarking, and community input to ensure that the plan is clear, actionable, and aligned with the project’s guiding principles—stormwater mitigation, designing with nature, low-maintenance resiliency, uniqueness of place, accessibility, and economic benefit.

Community engagement is central to the planning process. Input will be gathered from City staff, a Technical Committee, a Steering Committee of key stakeholders, identified stakeholder groups, and the broader Fort Smith community through workshops, open houses, and an online Social Pinpoint platform. These conversations will shape decisions about programming, site design, environmental features, and the visual identity of the park, ensuring the plan reflects the perspectives of residents across Fort Smith.

To carry out this effort, the City of Fort Smith has engaged RDG Planning & Design, along with McClelland Consulting Engineers and PROS Consulting, to lead the planning, analysis, public engagement, and concept development for the Master Plan. Their collective expertise includes park planning, stormwater engineering, community engagement, recreation market analysis, and financial modeling, ensuring a robust and forward-thinking approach to shaping the future of this important public asset.
