The Cities of Bellevue and Papillion worked together on a Housing Resilience Plan to strengthen neighborhoods, reduce flood risk, and prepare for more frequent and severe weather.

The plan addresses rising housing needs and outlines strategies to improve housing and infrastructure. The goal is to build safer, more affordable, and more resilient communities.

By planning ahead, Bellevue and Papillion are taking meaningful steps to ensure a strong and sustainable future for all residents.

Project Timeline

Public Engagement
The Bellevue & Papillion Housing Resilience plan prioritizes community engagement. There will be opportunities throughout the planning process for residents and stakeholders to get involved and share their thoughts, ideas, and concerns.

Existing Housing Assessment
The planning team will collect data to define the existing housing resiliency present in each community.

Housing Land Use Map
The data collected in Phase Two will lead to a map to identify areas with the highest vulnerability. Developing a Housing Land Use Map for each community will be slightly different, and understanding the ways they compare and contrast will be important.

Housing Loss Reduction Plan
The housing loss reduction plan will be comprised of three elements, (1) land use policies, (2) code review, and (3) pre-approved housing development plans. This plan will be a guide for strengthening existing housing and be a foundation for more resilient housing in the future.

Education Plan
The education plan will identify activities that will help educate the community about the Resilient Housing Plan.

Mitigation and Recovery Funding Plan
The Mitigation and Recovery Funding Plan will identify funding sources that will reduce risk and ensure each community can quickly respond after significant events.

How the Plan Took Shape

Plan Updates

Throughout 2025, the Bellevue & Papillion Housing Resilience Plan planning team connected with residents, stakeholders, and community leaders. Through listening sessions, surveys, workshops, and farmers market visits, community voices are helped shape a stronger, more resilient future for Bellevue and Papillion.

The planning process officially launched on May 13, 2025, with the first Advisory Committee meeting. Thank you to everyone who joined to help start this important effort. Kickoff materials are also available in the document library.

Hearing from the community


In June 2025, the planning team hosted a series of listening sessions to better understand the challenges and potential strategies for building housing resilience in Bellevue and Papillion. These conversations brought together a wide range of groups to share their perspectives on the past, present, and future of housing, including:

  • Builders and developers (June 11)
  • Community organizations and nonprofits (June 12)
  • City and county staff (June 11)
  • Nebraska Department of Insurance (June 12)
  • Property managers and real estate professionals (June 12)


Thank you to everyone who participated! The community survey closed on August 31, 2025.

The survey explored four topics: Resilience and Safety, Priorities, Emergency Preparedness, and Affordability. Responses are helped the planning team:

  • Identify where homes and neighborhoods are vulnerable to disruptions like flooding, severe weather, and extreme temperatures
  • Understand housing challenges residents face today
  • Inform local emergency preparedness efforts
  • Set priorities for safe, affordable, and resilient housing


To reach more residents, the planning team set up at farmers markets in both Bellevue and Papillion. Visitors joined in quick activities that added to the survey and interactive map results.

Building trust through Community Allies

The Community Allies group met for the first time on June 27, 2025. This group expanded the Management Team by bringing in trusted representatives from underrepresented populations. Members helped bridge conversations, identify outreach opportunities, and make sure voices that are often missed are included from the start.

Digging into the data


On July 14–15, 2025, the planning team hosted a two-day Data Workshop to review findings and early recommendations. Council members, the Community Allies group, the Advisory Committee, and community members were all invited to attend and provide feedback.
