About the Project

Altoona is planning for the future of 1st Avenue and Olde Town to shape a vibrant, connected, and welcoming community. The project will define the future character of the corridor and Olde Town, capturing the community’s vision for art, community spaces, connectivity, celebration of local history and growth.

Through this process, we will:

  • Create a shared community vision and guidance for future investment
  • Explore opportunities for street improvements, amenities and public art
  • Evaluate development possibilities
  • Outline strategies for funding, phasing and implementation

Your input is critical to guiding each step of the process.


Project Components

1st Avenue is Altoona’s primary corridor and a key gateway into the community. This effort will study the corridor from the northern to southern city limits to identify opportunities for public art, gateway, and placemaking features.

  • A phased implementation strategy
  • Cost estimates and maintenance considerations

Olde Town is the historic heart of Altoona. This plan builds on the community’s past work to celebrate Olde Town’s historic character and position it as a local destination.

  • Strategies to enhance historic character
  • Guidance for reinvestment and adaptive reuse
